I am new to the game so forgive me if this is a new question. I have 600 free gems, should I use them to buy heroes or builders?

It also depends whether you have just started this game, and how many heroes you have. I mean if you just have the basic executioner right now, you should use them for heroes because you will most likely get slimes with HB and then you'll be stuck with so little heroes you can't even get 5 to compete in arena, or even help in raids.
